Systems Change for Economic Mobility

In 2019, Endurance began working with the five metro Atlanta Workforce Development Boards (WorkSource Metro Atlanta) to implement public policy changes and workforce system improvements. The work was separated into three objectives:

Develop regional data analysis, planning and metrics as part of the regional economic competitiveness strategy.

Informed by a Human Centered Design Process, align the WIOA eligibility and assessment process to develop and pilot a single customer -centric process.

Strengthen the capacity of community- based providers, especially smaller providers, to participate in or partner with federally funded workforce services.

Success of these three objectives lead to measurable indicators, including:

A regional data- driven equity metrics and dashboard aligned to CATLYST, the regional economic competitiveness strategy

Increased capacity for implementing human centered design principles in are agencies and

Increased access to leverage of WIOA and other public funds by community based organizations

Endurance worked with WorkSource Metro Atlanta until February of 2022, to ensure all objectives were met, there was capacity at each WSB to continue the work and there was staff to continue the work. Through this process, over 50 policies changed, over 75 staff positions changed and a process for tracking and monitoring process level data.
